Bare blockwork or uneven masonry usually needs a base plaster. An already plastered wall may only need fine correction.
How much correction?
Measure the depth required to make the wall level, not only the visible marks.
What final finish?
Choose a level plaster background or a smooth skim coat ready for the approved paint system.
